Joan Scott Williams was born on November 30, 1945, in Charleston, South Carolina, to the late Robert Moody Jr. and Lucille Moody.


The family later relocated to Jersey City, New Jersey, where Joan attended Elementary PS #24 graduating in 1960. She went on to graduate with honors from James J. Ferris High School in June 1964, proudly never missing a single day of school in all 12 years of her education. Joan participated as a Debutante in the 1963 NAACP Cotillion.


On June 22, 1964 Joan began her distinguished career with the Department of Justice as a stenographer in the Newark, NJ office. She made history as the first Black woman hired in a non-custodial position at that location. In 1970, she transferred to the New York office and, three years later, returned to Newark. Beginning in 1982, Joan accepted international assignments with Legal Attaché (Legat) offices in Montevideo, Uruguay; Bern, Switzerland; and Madrid, Spain.


She returned to Washington, D.C., in October 1993 to serve at FBI Headquarters in the Policy, Administrative, and Liaison Branch of the Criminal Justice Information Services Division. Never one to stop learning, Joan furthered her education at Strayer University and earned a Bachelor of Science in Computer Information Systems, graduating magna cum laude in 2004.


Later, she transferred to the Drug Enforcement Administration (DEA) Headquarters in Arlington, Virginia. After 42 years of faithful federal service, Joan retired on January 3, 2007, as an Intelligence Analyst in the Counterintelligence Division (CD-4C).


On Thursday, May 29, 2025, God called His daughter home, welcoming her into eternal peace after a life of purpose, service, and love.


Joan lived a vibrant and meaningful life. She enjoyed traveling the globe, attending the theater, watching movies, walking, and volunteering. She stayed connected with her colleagues and friends both locally and abroad and was an avid collector of Lladro porcelain figurines.


Joan was preceded in death by her parents, Robert Moody Jr. and Lucille Moody; her brothers, Robert Moody III and Wilbert Moody; and her nephew, Martín Moody.


She leaves to cherish her memory:Five siblings – Anthony (Mieko) Moody of Massachusetts; Cynthia (David) Allen of Florida; Deborah Moody of Florida; Sharon Moody and Renee Moody, both of Georgia.Ten nieces and nephews – Michelle (Christopher) Carter; Micah and Monica Moody; Danielle and Dionne Allen; Eddie Jackson and Nickie Ferguson; Marquise (Katrina) Moody; Alani and Anaya Sarden. Five grandnieces and grandnephews Mason, Naomi, Nicole, Zachary Carter and Lucas Moody.


She also leaves behind a host of loving cousins, cherished friends and her Bureau family too numerous to name.


This is one story—but there are so many more stories to be told, each one a testament to her grace, her strength, her dedication, her love for family and friends, and the indelible mark she left on every life she touched.
